The Good Samaritan

 
Suppose a chemical spill occurs along a rural highway, not so far from a major city but outside its jurisdiction.

We all know that the city’s hazardous materials team would rush to the scene and assist local authorities with handling the crisis and cleaning up the spill.

Residents of the city pay for that hazmat team through their property taxes. Residents of the rural area that likely would have been most affected by the spill do not.

We believe in helping others. We believe in doing our civic duty. But if a county-wide public safety unit were established, every county resident would get equal protection and every one would pay his or her fair share of the cost.
