Gov. Mitch Daniels asked the Indiana Commission on Local Government Reform to develop ways to streamline local Indiana government. And he asked two of the state’s most prominent citizens – former Gov. Joe Kernan and Chief Justice Randall Shepard – to lead the charge.

Chairmen:

  • Gov. Joseph Kernan, South Bend. He served as governor from late 2003 to 2004 and previously served as lieutenant governor and mayor of the city of South Bend.
  • Chief Justice Randall T. Shepard, Indianapolis, Indiana Supreme Court. He was appointed to the state’s highest court in 1985 and became chief justice in 1987. He previously served as a judge  in Vanderburgh Superior Court.

Members:
  • Sue Anne Gilroy, Indianapolis, vice president of development of St. Vincent Hospital and executive director of the St. Vincent Foundation.  She served as Indiana secretary of state from 1994 to 2002.
  • Dr. Adam Herbert, Bloomington, former president of Indiana University. 
  • Louis Mahern, Indianapolis, a self-employed consultant who served in the Indiana Senate from 1976 to 1992.
  • Ian M. Rolland, Fort Wayne, retired chairman and chief executive officer of Lincoln Financial Group. He is board chairman of NiSource Inc.
  • John Stafford, Fort Wayne, director of the Community Research Institute at Indiana University-Purdue University Fort Wayne.  He served for more than 20 years in a variety of capacities in Fort Wayne and Allen County government.

Commission staff:
  • John L. Krauss, director of the Indiana University Center for Urban Policy and the Environment. He holds faculty appointments in the IU School of Public and Environmental Affairs and the IU School of Law and is the director of the Indiana Advisory Commission on Intergovernmental Relations. Krauss was deputy mayor of Indianapolis from 1982 to 1991.
  • Jamie L. Palmer, senior policy analyst for the Indiana University Center for Urban Policy and the Environment and  associate director of the Indiana Advisory Commission on Intergovernmental Relations.
